On 29 July 2016, the Australian Department of Defence announced the selection of BAE Systems Australia with Patria and Rheinmetall Landsysteme as preferred bidders for the LAND 400 Phase 2 tender evaluation process, i.e. to participate in the next stage of evaluation for Land 400 Phase 2, the Armys Mounted Combat Reconnaissance capability. Deputy Secretary Capability Acquisition and Sustainment Group (CASG), Kim Gillis, said both the BAE Systems Australia/Patria and Rheinmetall teams have been assessed as offering competitive solutions with designs based on capabilities already in service with other nations.
This announcement follows an extension to the Request for Tender (RfT) evaluation period to conduct a review of the Australian industry involvement elements of the Land 400 Phase 2 Risk Mitigation Activity (RMA) to ensure Australian industry involvement can be optimised. The review undertaken by Deloitte Australia found clear alignment between the Land 400 Phase 2 tender evaluation process and the policy direction and priorities of the 2016 Defence Industry Policy Statement (DIPS), according to the DoD. The decision to conduct the Review has resulted in an improved understanding of industry, demonstrated clear alignment between the DIPS and the proposed RMA activities, and helped reinforce the importance of industry as a fundamental input to capability.
The programme saw a three-month delay this year in order to look more closely at the Australian Industry Capability (AIC) framework contained in the bids (timing was off politically thanks to an election). Deloitte ran the national roadshow that saw seminars in every capital city. The government has made it very clear to both the programme office and industry that they are to maximise local content as much as possible.
The Thales/General Dynamics and Elbit Systems/ST Kinetics teams have not made the cut.
BAE Systems has proposed its AMV35, Patrias armoured modular vehicle that is equipped with a combat-proven E35 turret from BAE Systems Hägglunds.
Rheinmetall has offered the BOXER 8x8 vehicle, which is fitted with an in-service LANCE turret and a 35mm main gun, as well as Northrop Grumman command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) architecture.
Supacat is delighted to be part of the Rheinmetall team and will support Rheinmetall in Australia, through the RMA phase, expecting to play a key role in assisting Rheinmetall with the establishment of an AIC programme that will provide not only the development, manufacture and support of the BOXER in Australia, but a lasting legacy of industrial capability.
